What EF1 means. On the Enhanced Fujita scale, EF1 is moderate damage: roofs badly stripped, mobile homes pushed off foundations or overturned, windows broken, consistent with estimated gusts of 86–110 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

A combination of NWS ground surveys and Sentinel-2 satellite analysis concluded that an EF1 tornado began within a forested area in far western Douglas County and tracked 8.9 miles, passing by Arden, and ending southeast of Tigris. Along the track, the tornado produced an intermittent path of extensive tree damage and caused roof damage to a couple outbuildings and pushed a manufactured home several feet. The tornado peaked with estimated winds of 100 mph and was 400 yards at its widest point.
