What the National Weather Service wrote

Flooding was observed along Cedar Creek Road.

The wider storm

A warm front was lifted into the area by a passing low on the 23rd of May, then the front stalled over central West Virginia and southwest Virginia through the 24th. Another low eventually pushed the boundary northward and then steered a cold front west to east across the area on the 25th.

Rounds of rain and thunderstorms traversed the area, with most robust activity occurring in the afternoon and evening of the 23rd and 24th. The majority of the area received one to three inches of rain during this time, with a few pockets between three and four inches. Excessive rainfall flooded roads in Gilmer, Harrison, Lewis, Raleigh, Taylor, and Upshur Counties and led to a mud slide in Kanawha County. A couple of severe thunderstorms also produced damaging winds which downed trees and power lines in Logan and Mingo counties the evening of the 24th.

Began near Cedarville (38.8408, -80.7935).
