What the National Weather Service wrote

Heavy thunderstorm rainfall of up to 2.50 inches in under 2 hours, produced flash flooding in central Martin County that crossed US Highway 50 near Stiles Road.

The wider storm

On the 27th afternoon to early evening, a stationary west-east frontal boundary combined with a very moist column and forcing from a short wave trough over the Middle Mississippi Valley, to produce heavy to extreme rainfall rates over Sullivan and Greene Counties, and later Martin County. Resultant flash flooding was considerable during the afternoon east of Sullivan through the Linton area. Less impactful early evening flash flooding occurred in Martin County.

Began near Natchez (38.6363, -86.7210).
