What the National Weather Service wrote
Flooding and water rescues occurred in the 22000 and 23000 blocks of Spruce River Road near Ottawa, and on Jefferey Way and Sierra Street in Jeffery.
The wider storm
A low pressure system lifted a warm front through the area as it travelled out of the Central Plains and into the Ohio Valley the night of June 21st into the morning of the 22nd. A cold front was then dragged across the Middle Ohio Valley and Central Appalachians as the parent system continued onward towards the Mid-Atlantic Coast from the 22nd into the morning of the 23rd.
A decaying band of precipitation moved across the Ohio River into West Virginia early in the morning of the 22nd, then additional rounds of showers and thunderstorms made their way across the area during the day and into the night. Precipitation eventually tapered off from west to east following the frontal passage overnight into the morning of the 23rd.
Strong to severe storms that developed during the day downed trees and powerlines across parts of the area. In Barbour County, an EF1 tornado caused damage to trees and structures along a 1.2 mile path.
Showers and storms generally produced one to two inches of rain, though training storms did lead to a swath of three to six inches of rain across parts of Mingo, Logan, Boone, Wyoming, and Raleigh counties. Flash flooding from the excessive rainfall in southeast West Virginia stranded vehicles, prompted water rescues, entered some homes, washed out a few bridges, and impacted numerous roads. Minor flooding also occurred on Island Creek near Logan.
Began near Ramage (37.9743, -81.8284).
