What the National Weather Service wrote

Several intersections were flooded with ankle deep or higher water throughout the University of Louisiana-Monroe campus.

The wider storm

A weak upper level trough extended from the Middle Red River Valley into the Lower Mississippi Valley during the morning hours of May 28th. Given that a very moist and unstable air mass was in place across North Louisiana, large scale forcing aloft from this weak trough contributed to the development of scattered showers and thunderstorms across much of Northeast Louisiana from the mid-morning to the late afternoon hours. These storms were efficient rainfall producers, contributing to locally heavy rainfall that fell across the city of Monroe in Ouachita Parish. Rainfall amounts of 2-3+ inches fell in a short period of time across the city, which contributed to multiple streets being flooded throughout the University of Louisiana-Monroe campus.

Began near Breard (32.5311, -92.0797).
