What the National Weather Service wrote
AWOS station KATS Artesia measured a 60 mph wind gust. The total time of occurrence is partially estimated.
The wider storm
Troughing was evident over the western CONUS on the 28th, and west Texas and southeast New Mexico were under southwesterly flow aloft. Pulses within this flow, coupled with upslope flow and surface convergence on a weak dryline, yielded shower and thunderstorm development starting in the higher terrain and spreading across much of the area. A few thunderstorms managed to produce severe downburst winds.
Began near Artesia Arpt (32.8500, -104.4700).
