What the National Weather Service wrote

Broadcast media initially reported on a flooded vehicle near intersection of West 2nd and Walnut Street in Freeport. A member of the public reported a high water rescue from a Flooding vehicle in Freeport. Another public report indicated that some roads became impassible around Angleton. Roads were reported to be covered and or entirely inundated near Blue Water RV Resort and further west on Bluewater Highway by Treasure Island.

Multiple rounds of flash flooding occurred throughout Southeast Texas over the course of several days, leading up to Tropical storm Arthur.
