Where the report was made, with tornadoes recorded within 15 miles over the years.

What the National Weather Service wrote

Rising flood waters in the town of Cleveland neared the foundations of multiple mobile homes.

The wider storm

An approaching frontal boundary to the Natural State at the beginning of the episode would become a stationary boundary as the upper level flow pattern would begin as an approaching positively-tilted trough axis which would become an omega block and lock the mesoscale feature of the stationary boundary in position across Arkansas leading to a multiple day period of severe weather.

Began near Cleveland (35.4207, -92.7099).
