What the National Weather Service wrote

Highway 436 in Franklinton was flooded due to heavy rainfall.

The wider storm

A weather pattern in the upper atmosphere favored the development of showers and thunderstorms across the area. At the surface, a stalled frontal boundary stretched from west to east near the I-12 corridor and provided a focus for repeated thunderstorm development. Thunderstorms repeatedly developed and moved over the same areas along the boundary, producing very heavy rainfall across portions of metro Baton Rouge and the Northshore region of metro New Orleans and resulting in flash flooding.

Began near Franklinton (30.8600, -90.1300).
