Where the report was made, with tornadoes recorded within 15 miles over the years.
What the National Weather Service wrote
Broadcast media photos and video of a well-defined, rope waterspout near Empire from a passing thunderstorm. Time estimated from radar.
The wider storm
A stationary front was stalled just onshore. At the same time, a weak upper level trough was moving through the Lower Mississippi Valley. Both of these features tapped into a warm and unstable airmass to produce thunderstorm activity in the coastal waters. These thunderstorms produced a waterspout and a marine thunderstorm wind event.
Began near Barataria Pass (29.3758, -89.6781).
