The wider storm
A weak surface frontal boundary stalled out over portions of Deep East Texas, Lower Toledo Bend Country, and into North-central and Northeast Louisiana during the early morning hours on June 20th, separating warm and very moist air near and south of the front from the slightly drier air to the north. A weak upper level disturbance traversed east atop the front throughout the morning through the early afternoon hours, which enhanced large scale forcing for the development of showers and thunderstorms containing heavy rainfall. As this continued through the morning, the periods of heavy rain moved repeatedly over the same areas, which resulted in widespread amounts of 2-6+ inches falling over Deep East Texas, Central and Northeast Louisiana. This produced multiple reports of flash flooding across these areas before the storms weakened during the afternoon.
The following are storm total rainfall amounts across portions of North Louisiana:
Desoto Parish: 4 miles northeast of Pleasant Hill: 4.78 inches.
Red River Parish: 2 miles south-southwest of Coushatta: 4.02 inches, 1 mile west-northwest of Hall Summit: 7.38 inches.
Lincoln Parish: Ruston: 4.21 inches, 1 mile North of Ruston: 5.07 inches.
Jackson Parish: 7 miles west-southwest of Chatham: 4.75 inches, 3 miles south-southwest of Jonesboro: 4.00 inches.
Ouachita Parish: 8 miles Southeast of Downsville: 4.58 inches, 7 miles west-southwest of Claiborne: 4.60 inches.
