What the National Weather Service wrote

High rushing water from Nix Creek flooded the back portion of the Beacon Point Apartments off of Arkansas Blvd in Texarkana Arkansas, with swift moving water stalling at least one vehicle in the parking lot and forced the evacuation of several homes in the area.

The wider storm

A weak surface frontal boundary slowly shifted south across extreme Northeast Texas and Southwest Arkansas during the morning and afternoon hours on June 19th, separating warm and very moist air near and south of the front from the slightly drier air to the north. A weak upper level disturbance traversed east atop the front throughout the morning into the early afternoon hours, which enhanced large scale forcing for the development of showers and thunderstorms containing heavy rainfall. As this continued through the morning, the periods of heavy rain moved repeatedly over the same areas, which resulted in widespread amounts of 2-4+ inches falling over Northern Miller County Arkansas. These totals fell in a very short period of time, which resulted in high rushing water from Nix Creek flooding the back portion of an apartment complex off of Arkansas Road in Texarkana Arkansas. The high water also stalled at least one vehicle in the parking lot and forced the evacuation of several homes in the area.

Began near (txk)texarkana Arpt (33.4626, -94.0187).
