What the National Weather Service wrote

Video on social media showed flooding over a long length of Doniphan Drive near Sunland Park Drive south to near Executive Center and Paisano. Numerous cars were stalled out along the stretch. Around 1 inch of rain fell in less than an hour.

The wider storm

The dryline pushed to about the Rio Grande Valley while a subtle upper level disturbance moved through southwest flow helping to produce severe thunderstorms and flash flooding. Many locations across El Paso reported over 1 inch of rainfall with the thunderstorms.
