Where the report was made, with tornadoes recorded within 15 miles over the years.

What the National Weather Service wrote

A slow moving thunderstorm with torrential rainfall dropped 3.64 in about an hour across west Brownsville, just south of Los Ebanos Blvd. and west of Barnard Road. Similar rainfall likely occurred in a flood-prone intersection along the IH-69E frontage road and shopping centers at E. Price Blvd, where video from social media showed cars stuck in knee deep water. An NWS employee reported over a foot of water with difficult to near-impassible driving along Wild Rose Lane, west of Business 77 (Central Blvd.).

The wider storm

The afternoon sea breeze, combined with a weak upper level disturbance approaching the Lower Texas Coast, triggered two bands of slow-moving thunderstorms that dropped more than 3 of rainfall in a short period of time. One band, across the west half of Brownsville, created localized flash flooding with water between 2 and 3 feet in some areas. A second band across the sand flats between SR 48 and SR 100 (south of Los Fresnos) dropped an estimated 5+ of rainfall - but no significant flooding was reported, even in Los Fresnos, where more than 3 fell.

Began near Brownsville (25.9423, -97.5201).
