Event narrative
Local law enforcement reported flooding near Red Bluff Lake on private roads. Water flowing over the roadways was up to a foot deep.
Wider weather episode
A strong upper level trough over the intermountain west moved into the area providing sufficient lift. This, combined with deep moisture (precipitable water values near 1.6 inches) in place, resulted in scattered thunderstorms over the Upper Trans Pecos region producing heavy rainfall amounts just behind a passing cold front.
