Event narrative

Heavy rain combined with snowmelt runoff caused the Clackamas river to overflow its banks and floods areas near Estacada. Flood waters submerged 11 pumps in the waste water treatment plant in Estacada. The water water treatment plant was out of commission for 2 weeks. Significant flood damage also occurred to the Estacada library.
