What the National Weather Service wrote

Urban flooding was reported along road 991, KM. 5.5, at Barrio Sabana in the municipality of Luquillo. A nearby elderly home reported a flooded room.

The wider storm

A broad low pressure trough across the Central Caribbean extended northward into the Western Atlantic was helping to maintain a moist south to southeast wind flow across the region which combined with local effects and favorable upper level winds to generate scattered to numerous showers and strong thunderstorms over the north half and east sections of Puerto Rico during the afternoon. Several municipalities were affected by heavy rains.
