A thunderstorm remained nearly stationary across the Elliot Highway between mile markers 70 and 85. The storm produced flash flooding at mile marker 83. Doppler radar estimated that between 4 and 5 inches of rain fell. The highway was washed out with significant debris across the highway. It was estimated by the DOT that the water was likely between 1 and 2 feet deep when the flash flood occurred. A motorist crossed this section of the highway a few hours after the heavy rain ended, and observed that water and debris were still gushing across the highway from a culvert along the side of the road.
