A storm system initiated across the southern Rockies on the 12th and moved across the southern Plains on the 13th into the Gulf coast states on the 14th. On the 14th, this storm intensified rapidly across the southeast United States and continued that trend, as it moved along the Eastern seaboard on the 15th to the western tip of Long Island, NY on the morning of the 16th. Thereafter, this powerful Nor'easter drifted east of New England.
In northern New York, a mixture of snow and rain overspread the area during the late morning of the 15th. Eventually, the precipitation changed to snow as the intensity of the precipitation increased during the afternoon and continued into the early morning hours of the 16th, before gradually tapering off during the late morning and early afternoon hours of the 16th.
The heaviest precipitation and largest snowfall totals were across the Adirondacks of Clinton and Essex counties, yet significant wet snowfall occurred within the St. Lawrence River valley due to colder air across the region. Snowfall totals were generally 6 to 9 inches in the valleys with locally more than a foot in the higher elevations of the eastern Adirondacks. This was a heavy, wet snow that caused numerous power outages, as well as extremely slick and treacherous roads that resulted in numerous vehicle accidents and forced road closures. There were two separate single-car crashes on Interstate 87 during the late afternoon and evening of the 15th, which resulted in a total of two fatalities and 6 injuries requiring hospitalization. Local State of Emergencies were declared for Essex and Clinton counties.
Some specific snowfall totals included: 6 inches in Canton (St. Lawrence county) and Whippleville (Franklin county)'7 inches in Plattsburgh (Clinton county), Bloomingdale (Essex county) and Edwards (St. Lawrence county)' 8 inches in Peru (Clinton county), Duane (Franklin county) and Norfolk (St. Lawrence county)'10 inches in Malone (Franklin county)'12 inches in Ellenburg Depot (Clinton county) and Jay (Essex county) with 16 inches at Crown Point (Essex county).
