A pilot reported a waterspout 7 miles northwest of Culebra.

An upper level trough that extended from the tropical Atlantic into the east and central Caribbean, had a low pressure center located just west of Puerto Rico, and another over the tropical Atlantic east of the lesser Antilles, conditions which allowed for a moist environment and favorable for waterspout development.
