What the National Weather Service wrote

Heavy rain caused the Wilson River near Tillamook to overflow its banks and flood low lying areas. The Wilson River crested at 14.7 feet, 2.7 feet above flood stage, on November 19th at 4 pm PST.

A strong warm front lifted north across the region accompanied by heavy rain on Sunday. Widespread heavy rain continued to impact the Pacific Northwest Monday and Monday night as the strong and very moist front stalled over the area.
