Improvement in soil moisture occurred in March for much of the Aloha State because of needed rainfall. However, some areas on Molokai, Lanai, Maui, and the Big Island of Hawaii remained in the D2 condition of severe drought, or worse. Water restrictions were lifted in some areas, but maintained in others.
