A spotter, in the foothills just east of Anaheim, reported dense fog with visibility less than one-quarter mile on the morning of the 23rd.

Building high pressure over the Great Basin resulted in a shallow marine layer confined low to the coast, producing areas of dense fog along the Orange and San Diego County coasts between the 22nd and 23rd.
