Strong winds ahead of a winter storm briefly closed Interstate 84 through Ladd Canyon overnight. Winds measured at 38 mph with gusts up to 50 mph reduced visibilities to less than 1/8 mile and created snow drifts of 2 to 3 feet across several roads in the Grande Ronde Valley and in Ladd Canyon.
