A storm system over the Province of Quebec, coupled with an air flow across the eastern Great Lakes, enhanced the flow of moisture across the St Lawrence Valley region of northern New York. Light snow fell across this zone with around 6 inches, however a narrow band in the southern portion of the zone received locally in excess of 12 inches, with up to 16 inches just east of Star Lake. The snow began around noon on December 30th...with the heaviest snow during the morning of the 31st.
