The West Branch of the Delaware River in the town on Delhi went over its banks. About two miles upstream of the village of Delhi the river came onto Back River Road, also known as County Route 18. Just after 6 PM, a 43 year old woman and mother of two drove into the flooded section of the road. Her car was swept into the river. She got out of the submerged car but she was unable to get her 10 month old twin babies out of their car seats. The car was swept downstream and not found until the next morning. The drowned babies were still in their car seats.
