A line of strong thunderstorms developed over New York City and Northeastern New Jersey on the afternoon of July 9. Conditions were quite favorable for strong wind gusts. Several observation sites in and around the Long Island and New York City waters recorded winds of between 35 and 45 knots, causing very rough and choppy seas.
