Victim was found by neighbors on the morning of the 27th. He had been deceased for a day or two, so the exact time and date of death is unknown. He lived in a low-income, high crime area and lived on a fixed income. He was afraid he could not pay his electric bill, so did not turn on his air conditioning. Because of the nieghborhood, he was afraid to open the windows. When found, all the windows in his home were shut with only a small fan blowing. NWSO Morristown had issued several statements concering the high heat in the area during this time.
