What EF0 means. On the Enhanced Fujita scale, EF0 is light damage: shingles and siding peeled, gutters torn, branches broken, consistent with estimated gusts of 65–85 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

A weak tornado produced damage southwest of Tivoli. The tornado damaged several utility poles. A NWS storm survey team estimated wind speeds were around 80 mph.

The wider storm

Scattered thunderstorms formed near a weak boundary moving north through the Coastal Bend. A storm that formed over Bee County intensified into a heavy precipitation supercell. This storm produced three weak tornadoes as it moved across Refugio County.

Began near Maudlowe (28.4269, -96.8994).
