Rainfall continued to be scarce during the month of September, prolonging the drought conditions which existed through the summer. Although short term relief was provided by some light rain from the remnants of Hurricane Dennis and Hurricane Floyd itself across the extreme eastern parts of the Upstate, more wells ran dry and many more areas began mandatory water restrictions.
