What the National Weather Service wrote

Heavy rain fell across Jeff Davis County and produced flash flooding. A tree fell down over Highway 17 five miles north of Fort Davis. The cost of damage is a very rough estimate.

The wider storm

An upper level low was over southern Arizona moving southward, and this feature increased upper level lift over West Texas and southeast New Mexico. This upper low was pulling moisture northward into the area from the Gulf of Mexico. These conditions contributed to severe thunderstorms with large hail and damaging winds as well as flash flooding developing across the area. Thunderstorms increased in coverage overnight as an upper level disturbance moved over the region.

Began near Ft Davis (30.6492, -103.8364).
