Event narrative
Persistent onshore flow led to coastal flooding for areas adjacent to Pamlico Sound. Water levels rose 3 to 4 feet above normal at times adjacent to the Pamlico Sound flooding many roads and making them impassable.
Wider weather episode
Low pressure south of eastern North Carolina combined with strong high pressure to the north produced strong onshore flow October 2nd through the 5th. These onshore winds led to locally heavy rain and significant coastal flooding in many areas. Large swells from distant Hurricane Joaquin also enhanced waves along the coast leading to very rough surf.
