An upper level low pressure system was slowly moving eastward from southern California. Ahead of this system, there was large scale lift across the region. There was plentiful low level moisture with good wind shear and instability across the Permian Basin and Lower Trans Pecos near a cold front. These conditions allowed for thunderstorms with large hail to develop across this area.
