Numerous homes and businesses were flooded and damaged in and around Windsor, due to heavy rain from Post Tropical Cyclone Matthew causing the Cashie River to exceed major flood stage. Numerous roads were flooded and closed.

Wider weather episode

Heavy rains from the combination of a cold front moving through the Mid Atlantic and Post Tropical Cyclone Matthew tracking northeast just off the North Carolina and Virginia coasts, resulted in the Cashie River exceeding major flood stage. Widespread flooding occurred in and around Windsor from Saturday night, October 8th into Thursday morning, October 13th.
