Wider weather episode
An arctic high pressure was moving south into the Midwest the morning of December 9th which undercut warm moist conditions aloft. This setup resulted in in a prolonged period, roughly 24 hours, of freezing rain and sleet. The hardest hit areas were Montgomery and Labette Counties where at least half an inch to one inch of ice accumulated. This resulted in numerous locations losing power.
