The 300 block of Pall Mall Street was flooded due to overflow from a creek caused by torrential rainfall, and was reported to be closed as a result of the high water.

Wider weather episode

A strong upper level low interacted with a frontal boundary near the Mid-Atlantic region and low pressure formed along the boundary. High moisture content and thunderstorms led to widespread flooding across the Mid-Atlantic region.
