What the National Weather Service wrote

Walla Walla river near Touchet - Flood Stage 13 feet. River rose to flood stage at 1500 PST, cresting at 13.0 feet at 1530 PST, then went below flood stage after 1600 PST. Only brief minor flooding.

The wider storm

Two to three inches of rain fell along the west slopes of the Blue Mountains from February 1st through 4th. The increased runoff caused high water levels and minor flooding along the Umatilla and Walla Walla Rivers.

Began near Touchet (46.0208, -118.6642).
