Mesonet station SSYC1 Surprise Valley RAWS reported a wind gust of 66 mph.

Wider weather episode

A strong upper level low over the northeast Pacific on the 24th moved southeast, reaching northern California on the 25th. The initial shortwave brought high winds and snow to the north-central Sierra Nevada. A secondary shortwave brought another round of snow to the Sierra Nevada the 25th into the 26th.
