Water was flowing over the roadway making it impassable.
Wider weather episode
Surface high pressure was centered over the Appalachian Mountains and a stacked low was over eastern Kansas. Weakly amplified mid-level flow funneled moisture up the Ohio River Valley from the Gulf of Mexico causing precipitable water values to go over 2 inches. This caused waves of heavy rainfall with some severe storm damage over multiple days in central Kentucky.
