What EF1 means. On the Enhanced Fujita scale, EF1 is moderate damage: roofs badly stripped, mobile homes pushed off foundations or overturned, windows broken, consistent with estimated gusts of 86–110 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

A damage path about 50 yards wide was observed in the Rogers A-B-C Roads area off of Louisiana Highway 22. Several trees were snapped or uprooted. Minor roof and exterior damage was observed, mainly to shingles and flashing. Event time was estimated based on radar. Damage was consistent with EF-1 tornado damage with winds estimated at 90 mph. The same storm system also produced sporadic wind damage that started near Lemannville and ended west of Whitehall in southern Livingston Parish.
