A area of low pressure tracked along the Atlantic coast from the Carolinas on the 20th to the Canadian Maritimes by the morning of the 23rd. Precipitation began as rain across the region during the late afternoon of the 21st and then changed to heavy snow by the early morning hours of the 22nd. Northern Wayne county was the hardest hit area in Northeastern Pennsylvania from this batch of heavy snow.
