What the National Weather Service wrote

Nebraska Highway 26E Spur was closed due to flooding, with water reaching into portions of Ponca. In addition, flooding resulted in extensive damage to public infrastructure including numerous county and township roads, culverts, and some bridges.

The wider storm

Rainfall of one to three inches on frozen ground and into a snow pack with between 1 and 3 inches of liquid water equivalent resulted in considerable areal flooding and flooding of small streams. Numerous roads were inundated by water, and several bridges compromised by high water, including five in Dakota County. Some of the most damaged roads were 260th Street near Emerson, and K Avenue north of Nebraska Highway 35 and east of Hubbard.
