What the National Weather Service wrote

A tornado touched down southeast of the Waukegan Airport (UGN) and moved southeast through the Illinois Beach Nature Preserve. This tornado then became a waterspout as it moved off the Lake Michigan shore.

A thunderstorm moved across parts of southern Lake Michigan producing at least one waterspout.
