Surface high pressure built into the central Dakotas by the morning of Thursday, February 13th. With the center of the high being west of eastern North Dakota and the northwest quarter of Minnesota, wind speeds remained steady in the 5 to 10 mph range. This, combined with temperatures from 20 below to 30 below zero, created wind chills of 40 below to 50 below zero.
