A stacked low pressure system moved from the Ohio Valley to Western New York State during the afternoon and evening of the 3rd. Meanwhile, an intensifying surface low pressure system tracked along the Mid-Atlantic coast. A deformation zone developed over Northeast Pennsylvania, which led to a band of moderate to heavy snow. The heaviest snowfall from this band occurred during the evening of the 3rd into the early morning hours of the 4th.
