What EF0 means. On the Enhanced Fujita scale, EF0 is light damage: shingles and siding peeled, gutters torn, branches broken, consistent with estimated gusts of 65–85 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

A thunderstorm produced a brief tornado seven miles northeast of Vincent. An emergency manager reported a funnel cloud with a dust cloud underneath looking west northwest from Ranch Road 1229. No damage was reported. The tornado was rated as an EF-0.

An upper level low was to the north of the region. A weak cold front was approaching the northern Permian Basin. A dryline was across the area and moisture was high to the east of this dryline.
