Emergency Managers reported Road 411 impassable due to flooding, near Rio Culebra.

This periods began with a departing wave, but still under the influence of the moisture field. At the same time, another weak tropical wave approaches from the east, resulting in enough low level moisture and convergence that, when combined with local effects, generated numerous afternoon showers and thunderstorms.
