Wind chills dropped into the -25 to -40 degree range during the overnight and early morning hours of December 22nd. Northwest winds of 25 to 45 mph along with air temperatures of zero to -10F will do that. Numerous counties opened various locations to act as warming shelters for vulnerable populations.
