What EF0 means. On the Enhanced Fujita scale, EF0 is light damage: shingles and siding peeled, gutters torn, branches broken, consistent with estimated gusts of 65–85 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

A storm chaser south of Chickasha observed a small tornado north of Norge. No damage was observed or reported, and the tornado path is estimated. The tornado may not have been continuous along this path.

The wider storm

A deepening upper/low pressure system slowly approached portions of the Central Plains on the 11th. Combined with increasing instability and wind shear, a favorable environment for severe weather (capable of producing all severe hazards) developed across much of western into central Oklahoma on the evening of the 11th. Numerous supercell thunderstorms developed and produced twelve tornadoes and large hail across portions of these areas.

Began near Norge (35.0130, -98.0170).
