What EF1 means. On the Enhanced Fujita scale, EF1 is moderate damage: roofs badly stripped, mobile homes pushed off foundations or overturned, windows broken, consistent with estimated gusts of 86–110 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

Emergency management reported that a preliminary short-duration tornado damaged power poles and cables and caused them to fall over a one-way street near Epifanio Estrada School in Aguada. This was reported in Road PR-411, Km 2.9. Part of this road and the one-way street were obstructed by the debris. One house suffered major damage, including partial loss of the roof. This resulted in significant interior damage to the house. Another house lost its roof covering material and metal siding. Numerous trees were uprooted and snapped along the tornado track.

The wider storm

A strong thunderstorm developed over northwestern Puerto Rico on July 16th and produced a tornado near Road 411 on the border of Barrio Asomante and Barrio Guayabo around 3:08 PM AST and lasted around 11 minutes. The tornado was moving towards the north-northwest from Barrio Guayabo to Balneario Pico de Piedra, where it transitioned into a waterspout over the coastal waters before dissipating.

Began near Aguada (18.3677, -67.2000).
